Abstract
The rapid growth of digital technologies in the 21st century has significantly transformed governance, economic systems and social interactions, making cyberspace a critical domain of modern society. This study examines the concept of cyber governance as a structured framework for managing cyber risks, ensuring data protection and promoting secure digital practices. The research adopts a qualitative and descriptive methodology based on secondary data collected from government reports, policy documents and academic literature. The paper analyses emerging global cybersecurity challenges, including the increasing sophistication of cyber threats, economic impacts of cybercrime, risks to critical infrastructure and issues related to national security. It further explores the importance of cyber governance in ensuring data security, maintaining public trust and supporting the effective functioning of digital systems. Special emphasis is placed on India’s cybersecurity framework, including the Information Technology Act, 2000, the Digital Personal Data Protection Act, 2023 and the National Cyber Security Policy, 2013, along with institutional mechanisms such as CERT-In and NCIIPC. The study also highlights India’s achievement in the Global Cybersecurity Index (2024) as an indicator of its growing cyber governance capacity. The paper identifies key challenges such as rapid technological change, shortage of skilled professionals, cross-border jurisdictional issues and the need to balance security with privacy. It concludes by suggesting policy solutions including adaptive governance frameworks, capacity building, international cooperation and public awareness initiatives.
